Residential Red Zone Survey (of Those Who Accepted the Crown Offer) - Prepared by Nielsen for the Canterbury Earthquake Recovery Authority - February 2016

The voluntary offer process for owners of red zoned properties in greater Christchurch was introduced by the Canterbury Earthquake Recovery Authority (CERA) in 2011. Property owners in the flat land areas across greater Christchurch where the land was significantly damaged, or where property owners faced an unacceptable level of risk to life in the Port Hills, were able to sell their properties to the Crown. Of the 7675 properties eligible for a Crown offer, the owners of 7521 accepted it.

In late 2015 CERA conducted a survey of more than 2000 property owners who accepted a Crown offer to evaluate wellbeing outcomes, and to determine whether the Crown’s recovery objectives had been met.

The CERA Residential Red Zone Survey was developed in conjunction with Nielsen Research, with input from a Reference Group of relevant stakeholders. It was conducted online in the six weeks between 15 October and 26 November 2015.
